Political Communication & Market Research Exemptions

Our communications fall under established regulatory exemptions for non-commercial activities. The Federal Communications Commission has recognized that research calls, market surveys, and political polling are exempt from certain Telephone Consumer Protection Act (TCPA) restrictions because they serve informational purposes rather than commercial solicitation.

Legal Framework

  • 47 U.S.C. Section 227(b)(1)(A)(iii) -- TCPA exemption for calls made for a noncommercial purpose
  • FCC Rules: Political Campaign Calls and Texts -- Political campaign communications have specific exemptions under FCC regulations
  • FCC Non-Commercial Call Exemptions -- Market research, surveys, and political polling are classified as non-commercial activities
  • FEC Advisory Opinion 2002-09 -- Political committees' use of phone banks for voter contact

Consent and Data Source

Contact information used in our text messaging campaigns is provided to us by our clients. Our clients obtain this data from official government voter registration databases maintained by state boards of voters, state attorneys general, and other authorized state agencies. The legal basis for these communications is:

  • Political communications are exempt from commercial telemarketing consent requirements under federal law
  • Market research and survey calls are classified by the FCC as non-commercial activities
  • Our role as a research vendor means we are acting on behalf of our clients, who have the direct relationship with voters through the civic and political process

While federal telecommunications law provides exemptions for political and research communications, we are committed to respecting individual preferences and honor all opt-out requests for a period of four years.

We use cookies to track survey progress and maintain your session while you navigate our surveys. This ensures you can complete surveys across multiple visits without losing your place.

We maintain appropriate physical, electronic, and administrative security measures to protect against the loss, misuse, or alteration of information collected through our website and survey operations.
